You are correct it's a black undercoat
I start on the undercoat with a mixture of Vallejo Carmine Red and black all over the red areas. Then through successive highlights I progress through to Carmine Red alone and then through to Vermillion Red and finally a mix of Orange and Red for the final highlights.
It's a similar procedure for the blue and by using the same technique it seems to add a richness to the cloth blending the main colours together.
The main thing is not to make any of the highlights thick, I always tend to thin my paints to the consistency of single cream/milk. Otherwise it starts to look very chalky.
